Job Description

Position Summary:

Responsible for driving the ongoing operational excellence for U.S. Healthcare Benefits.

Essential Duties & Responsibilities:

  • Act as an ethical and valuable fiduciary of all assigned Plans, policies, regulations and processes.  This includes, but is not limited to Medical, Prescription, Dental, Vision, HSA, FSA, stop-loss, Medical Benefits Abroad, HIPAA, COBRA, ERISA, and PPACA as it affects benefits, Annual Enrollment and Total Rewards communications.
    • ERISA Compliance – including, but not limited to, Plan Document, Summary Plan Description, Summary of Benefit Coverage and other legal notifications as required.  Partner with team members as assigned to confirm content approval.
    • 125 Plan Compliance – including, but not limited to, qualifying life event management and non-discrimination testing oversight.
    • Maintain PPACA compliance for the U.S. – including, but not limited to, Minimum Value/Minimum Affordability, Cadillac Tax avoidance, Essential Health Benefits and Employer Shared Responsibility eligibility.
    • Maintain COBRA compliance for the U.S. - including, but not limited to, all participant communication content, annual enrollment communication content, healthcare plan continuation regulations.  Partner with the system administrator to insure vendor satisfaction of requirements.
    • Provide subject matter expertise and guidance to the myHR teams.
    • Ensure proper and timely payment processing, communication with payroll, impacted employees and respective supervisors and direct communication with 3rd party administrators.
    • Recommend benefit plan changes to the Senior Manager, Benefits and other leadership members when appropriate.
    • Monitor benefits experiences for cost control and risk assessment factors.  Drive continuous improvement.
    • Continually monitor market plan trends and work with Sr. Benefits Manager and Director, Benefits to implement as appropriate to maintain competitive standing as determined.  This may include working with multiple consultants and vendors to obtain proposals, recommend best course of action, transition vendors, add new programs or enhancements, and manage communications to all parties. Lead all merger, acquisition and divestiture response for all Healthcare benefits, PPACA compliance as assigned, ERISA regulations and COBRA regulations.
    • Continually seek out new compliance and legislative issues that must be addressed by Stryker and determine method of response timely and implement. 
    • Establish Service Level Agreements (SLAs) with all vendors and ensure they continue to meet defined performances measures.
    • Keep HR Operations (Benefits, HR Systems, Work Force Analytics, and Payroll) and functional areas within divisions informed and properly educated to insure proper service delivery to our customers as well as maintaining compliance.
    • Act as liaison to divisions and HR Operations to continuously improve processes by focusing on the needs of the customer and optimizing existing activities to ensure optimal performance.
    • Collaborate with other functional shared services areas (e.g. Finance, IS) as appropriate to maximize potential synergies across functional shared services capabilities.
    • Develop the first level recommendation for annual plan revisions and enhancements, including the employee and employer contributions toward healthcare costs and present to leadership.
  • Appeal response leadership within the Benefits Committee.
  • Assist with the management of department budget related to the delivery of healthcare benefits.  Be prudent and economical in allocating all resources.  Regularly participate in the evaluation of the market for competitive standing and innovative options.
  • Build relationships with all appropriate vendors as the main point of contact.
  • Direct and drive all ongoing and Annual Enrollment health plan changes with the lead systems person and benefits teams. 
  • Maintain a highly collaborative and team centered approach to joint projects and ventures.

Education:

  • Bachelor’s degree preferred

Qualifications & Experience:

  • 5+ years experience with U.S. Benefits required with 2+ years of self-funded health plan management experience
  • CEBS certification or similar training preferred
  • Professional Human Resources (PHR) certification or similar training/experience preferred
  • Strong execution capabilities to lead and manage large projects with focus on operational excellence
  • Exceptional service orientation
  • Strong process orientation and problem-solving skills
  • Strong relationship building and communication skills to effectively collaborate across HR functional areas (HR Business Partners; Centers of Expertise), divisions and other functional areas (e.g. Finance, IS, etc.)
